Marti Wahsise holds her dog Detroit who is kept on a chain continuously outside her house in Snoqualmie, Wash. on November 13, 2008. She says Detroit is a cocker springer/lab mix who is about a year old. She does not let him inside because he is hyperactive and just wants to play. She says she takes him for a walk every morning at around 5am. She says a dog is the owners' responisibility. She is against the ban on chaining dogs because "if they're handled right, its fine."
