Marti Wahsise holds her dog Detroit who is kept on a chain continuously outside her house in Snoqualmie, Wash. on November 13, 2008. She says Detroit is a cocker springer/lab mix who is about a year old. She does not let him inside because he is hyperactive and just wants to play. She says she takes him for a walk every morning at around 5am. She says a dog is the owners' responisibility. She is against the ban on chaining dogs because "if they're handled right, its fine." They do not let him out loose ebcause they don't want him around little children. (Karen Ducey/Seattle Post-Intelligencer)
