A corgi is at the end of his rope at a home in Redmond, Wash. on December 9, 2008.  Neighbor Jennifer McKee tried to talk to the owner about the dogs who bark constantly but the owner told her to move.  Jennifer says the dogs are out there everyday from around 7am until 9pm when she believes her neighbor chains them in her garage. Tethered dogs run the risk of accidentally hanging themselves.
